Let’s start out with some simple supplies.  You will need Floating Wicks (these tiny little treasures open up a world of candle possibilities), Dollar Store Candle Glassware (the Dollar Store has an incredible array of glassware for candles… they all have a high end look and there is no need to spend more when you have these at your fingertips!, assorted items to submerge in water such as fruits, vegetables, flowers, greenery, faux flowers and greenery, let your imagination soar … as long as the items can handle water… go with it!  Then you will need some regular water and some Olive Oil, Canola  Oil or Vegetable Oil.  That is it!  You can also use floating candles or small tea candles.
